This Project has been prepared in partnership with the JV SPEA Engineering & Egnatia Odos. Data collection on all the Albanian Road Network in order to determine the Albanian Road Authority's network inventory and condition, traffic counting surveys, road safety auditing and black spots investigation, preparation of Environmental and Social Safeguard Documents, realization of a Socio Economic Impacts Study of the project, focusing on low income population areas (bottom 40%). Preparation of the cost estimate and Maintenance Strategy for the maintenance of the core Albanian road network (which collects the vast majority of the national traffic) during a five years period. A procurement and contract management strategy was developed through the definition of a set of performance-based contract tender documents with the intent of fostering the transition from the traditional modalities of unit-price maintenance contracts to the use of performance-based systems.
