The specific objective of this project is to support the Ministry of Infrastructure and Energy (MoIE) to implement the National Water Supply and Sewerage Services Sector Strategy 2019–2030 (NSS) which aims improve sector performance and achieve national sector goals. The Program Development Objectives are to improve operational and financial performance of water and sanitation (WSS) utilities and increase access to safely managed water services in Albania.
The PDO indicators (and/or DLIs) are as follows:
DLI 1: Improved sector financing instruments and incentives for improved performance adopted
DLI 2: Improved allocation of public expenditure to the WSS sector
DLI 3: Improved financial viability of WSS sector
DLI 4: Improved continuity of water supply
DLI5: New functional household connections providing safe and reliable water services The scope of work will be: (a) verify the achievement of DLRs for Years 1-5 of the Program on annual basis in accordance with their verification protocols outlined in the Project Agreement (b) collect data against Program Development Objective Indicators (PDO)
These services will be provided in partnership with Lochan & Co, India
